Kidnapping inside Bases and Sitting on mountains overlooking into bases should be forbidden

Reworking the Server rules to dissallow Kidnapping inside Bases and also sitting on Hill/Mountain tops that overlook into the Enemy base during Peacetime, you might wonder, why these changes? 1 I am sick and tired of not being able to stand around comfortably in my base 2 Sitting on those Mountains is pretty much Basecamp but also its Metabait
How or why does this benefit the server?
Its annoying having to fear getting kidnapped in base, it doesnt make sense and its infuriating, the second point of this Suggestion suggest outlawing sitting on Hills/Mountains overlooking straight into the Enemy base, this has been used to Metabait in the past and it quite litterally is just Basecamp as neither Nato or PLR has any legit reason to be on the Hills that i have in mind i believe i dont need to point them out specifically because there is only 1 Hill per base overlooking into the Bases proper.
